How early in the morning? I normally do it around 4am - 5am.
When you first wake up in the morning, but don't want to get out of bed.

Now curiously, he says that "this is not done through focus, more by letting your thoughts wander", so what he says doesn't fit with the described technique, or he doesn't know it neither. ...

I think the whole point of that technique is to make sure you stay conscious enough to observe your thoughts and interact with them - instead of letting them distract you, so to speak.
